Mr. John Kinsella:

To be clear, a fixed penalty is an option people will be presented with. It is not an administrative fine. They will not be stuck with it. They will have the option of taking a fixed penalty or going to court. If people think they are innocent and do not want to accept the fixed penalty then presumably they will go to court. Once they are in the court process they have the range of appeal options that are available to anybody in the courts.
