Sectoral Emissions Ceilings: Discussion

I thank the Deputy for that question. In determining the sectoral emission ceilings, the Minister and the Government must have regard to a number of matters that are set out in the climate Act. These include the social and economic imperative for early and cost-effective action on climate change, the special economic and social role of agriculture, including with regard to the distinct characteristics of biogenic methane, the need to deliver the best possible value for money consistent with the sustainable management of the public finances, and to maximise the net benefits to society, taking into account the impact of greenhouse gas emissions and the need to promote sustainable development and restore and protect diversity. As a general approach, it is clear there will have to be a ramping up of measures and actions in all sectors. This will require widespread effort across Government and society in order to deliver the targets.
