It is to be hoped Covid-19 is behind us and that after the next round of local authority elections we will hit the ground running within a month with regard to that training on the powers of councillors and very quickly after that, within a couple of weeks, on the budget. The officials will be drawing up the budget while the councillors are being elected. That is how it happens.
