The Chairman may be correct about 7%. What is happening is that data relating to vacant sites are being compiled in order that the new tax can be imposed with the objective of bringing these sites back into use. That tax that will be applied to people will be collected by the Revenue Commissioners. As I understand it from the Minister for Finance - although I do not speak for the Department of Finance - the real policy objective is to bring properties back into use.
