The Government decision was made and it did not include that piece. The important point to note for the governance of the scheme is that what we pay for under the scheme and what the grant is used to disburse are actual expenses incurred by the homeowner. Obviously, there is a system of governance. Vouched expenditure is provided to the local authority to show what has been paid. It is a very different scenario that is being proposed in which something that has not been paid for would essentially be provided to the homeowner.
