I share the concerns of the Deputies about the real risks in the current tolerance for threatening behaviour. That is not acceptable. I was just asking the officials about this. My understanding is that the regulations introduced by Shane Ross in the previous Administration have been commenced but I do not believe there has been any enforcement of them.

I would not mind getting some background information so we can come back on Report Stage as to what has happened with that legislation. We pass legislation and think the problem is solved but it may not have led to convictions or changed behaviours. I would not mind reviewing the analysis as part of this conversation. It is difficult for us to solve the entire issue around this. The way the legislation is drafted relating to cameras for TII and local authorities is a step in the right direction. We have to introduce the legislation by 6 December. It will take some time to get the balance right in the criminal justice system as to how we use cameras effectively. I am nervous about trying to solve all problems in this one piece of law but I would like to see what impact that legislation has had.
