That is fair enough. It is important it is not prescriptive because there is the issue of noise as well. I am aware of a situation - as the Chairman will be as it is near his home - in Castletroy where the motorway is nearby and it is very noisy. It might make sense that at certain times you could slow the traffic down to reduce the noise, such as at night-time when people are more disturbed by it. That is why how we use the variable speed cameras should not be restrictive.
