Mr. Richard Vaughn:

With regard to my comment about a surrogate not being on public welfare, it is really specifically limited to the surrogate. The issue and concern is about not taking advantage of women who might only be doing this for the money. In general and for many years, that was considered a reason to disqualify someone who wishes to be a surrogate, and to do this just for the money is considered not to be an appropriate basis or primary motivator. For those on public welfare, some of the newer statutes in the United States have included that as a requirement for a surrogate to be eligible to produce a baby.
