The tribunals are still taking place and finding against member states on intra-EU disagreements. All they need to do is get the compensation from a country that is outside the EU and that could be Britain or Switzerland. Spain has 48 cases pending against it so it could be a Latin American country where it has assets. The tribunals are still happening even though the European Court of Justice ruled.
