The prisoners issue is very specific but there was no broader look at the question or the role of the British army, for example, or other elements. The language is almost offhand. It states:

It is recognised that victims have a right to remember as well as to contribute to a changed society. The achievement of a peaceful and just society would be the true memorial to the victims of violence.

It is virtually nothing, in other words. There was no serious discussion of this at the time at all.
