There are streets workers going out trying to tackle crack cocaine addiction in my area. Would Mr. Keane envisage his group trying to get people into the system in that way? The importance of the needle exchange programme in tackling drug addiction was stressed in local communities and by community leaders in the past to guard against the passing on of the HIV virus or the hepatitis virus. It was important to help people understand drug use was not been facilitated by having the needle exchange programme and that it was health-related. When people are brought into the system, other health measures follow through.
