The legislation places an onus on local authorities to have climate action plans in place by the end of 2023. There was a process behind that and guidelines were set out. We want 31 local authority plans that are of equal weight with regard to what they can deliver, provided they start at a similar baseline. That is the vehicle to progress some of this, since there is a statutory obligation on them to develop and deliver on those plans. That is where the accountability is.
