I will come back to that later. I want to ask about public-private partnerships, PPPs. In Mr. Moloney’s opening statement, he talked about the advantages but he said nothing much about the disadvantages. I remember that at the previous Committee of Public Accounts, of which I was a member, many of us did not conclude what Mr. Moloney concluded about value for money. For example, there would have been guaranteed traffic levels with some of the PPPs, which goes absolutely against our climate obligations, which are not new. We are paying considerable amounts in compensation in regard to some of the PPP schemes where traffic counts have not met the minimum that was set.

Mr. Moloney says the Department did a review of the PPPs. Could he furnish us with a copy of the review where it was concluded that they represented value for money?
