Obviously, the Dáil approves the allocation to the Department of Health. We monitor against that allocation to quite a considerable level of detail, obviously, limited by the data available to us. In recent years there have been challenges due to Covid-19. There have been considerable shifts in terms of priorities and spend at the Department of Health. Prior to that, we would have argued for stronger financial management and a stronger financial management system within the HSE. There have been, in the past, considerable challenges. Part of that is also related to the nature of the health services themselves, many parts of which are demand led. For us it is about financial management and reporting. It is about fiscal discipline and management within the HSE, accepting the challenges of some of the parts of the business being demand led.
