I am sorry to interrupt but I will be cut off time-wise and I want to get a few more questions in. I have to be honest; I find it hard to accept that it is just a coincidence that the Bill the Department produced looks almost exactly like the British law, except that it is even more onerous. We will have to agree to disagree on that. It is refreshing to hear that the Department now accepts the Bill needs to be fundamentally changed. My colleague from the Irish Congress of Trade Unions described the original Bill as fundamentally flawed, stacked in favour of the employer and unfit for purpose. I will home in on a couple of key points for change. What was the thinking behind only allowing an employee to appeal a decision on technical grounds? That was an extraordinary feature of this first draft of the Bill. What was the thinking behind that?
