I wish to raise two matters. In the previous session the mortgage and being able to borrow against the asset came up again. Ms Murphy spoke to us at length in a meeting last night about explaining the differences in that regard and how it can and cannot borrow against it. Will she explain that again because it arose in the previous session, where it was thought that it would be able to use the buildings as an asset to borrow against? People have a concern about that.

The other matter is if she can explain clause 6.5. Will she clarify whether the right of first refusal is gone after 30 years? Does that mean the HSE would no longer have the first right of refusal after 30 years but it does have it in the first 20 years?
