That is an interesting point because according to the constitution, the exercise of the Minister's share is at his or her sole discretion. It is at the sole discretion of the Minister to exercise it. I presume this does not mean that a future Minister would decide to exercise or not exercise but rather that it is at the sole discretion of the Minister.
