No, I am not. On an ideological basis, it may not be good value for the State to spend money and gift it to a third party. From my point of view, my focus is on trying to provide some form of method by which there can be a greater chance of good quality services, the services everybody agrees are intended to be delivered, and to remove ambiguity that would get in the way of those services. It is not a value-for-money question, as far as I am concerned.
