I am not able to answer the question of whether we would be able to do it with legislation. What I can say is that half the battle is won, because it is widely recognised among students, teachers and parents that SPHE is a very important subject. I can imagine there would be very little resistance to trying to achieve accreditation. The only significant issue would be on the part of the third level institutes and their willingness to develop and expand their curriculum to give lecturing hours to the new subject.
