Surely the point is that we do not want a dual stream, as Ms Murdock said earlier, because there is no point in reducing the cost of claims and increasing the cost of doing business. One is not meant to subsidise the other. That is the point the Deputy is trying to make, that is, the savings should be passed on to the consumer so there is no point in increasing the administrative and regulator burden.
