What will be useful in regard to the new legislation is that we are going to be obliged to look at patterns and trends. It might be the case that the kind of issues the Deputy is talking about come up as a pattern. If we get lots of people from Limerick complaining about it - not that I am suggesting Deputy O'Donoghue goes back to his constituents - but if we see a pattern or trend, that is something we will have the power to raise with the Garda Commissioner. That it is something on which action needs to be taken, but it is the prerogative of the Garda Commissioner to do that.
