It is very confusing. It is cumbersome and confusing because it is the proven cost method, and there are all sorts of definitions of "price". It is very cumbersome. The preference would be to use something like a formula that is in the NEC. In this context, everybody would sit down and the numbers would be plugged in. Mathematics would identify the number that would represent commodities, and that is what would be allowed.
