That operates in some countries. It has been a barrier to access to abortion in Italy, where there is a register of objectors. What has happened there is it has become the default. When someone qualifies as a doctor, he or she goes on the register because abortion is stigmatised. It involves additional work and perhaps some additional training, and if a doctor wants to progress his or her career within medicine, he or she will go on the register because people do not want to be associated with that type of healthcare.
