It appears under documents laid in the Houses of the Oireachtas but it does not appear to be published anywhere on the HSE or the Department of Health websites. If you spend a good deal of time looking for it, you can find it. It is a very short report. It reports that there was zero reviews in year one of the provision and two reviews in year two.
