In the Civil Service, I believe there are such procedures, but it is rare enough with senior civil servants. Senior civil servants can be reassigned or they tend to retire. I am not aware of too many requests for exemptions or of cases being submitted to the Outside Appointments Board, but I would have to check, to be honest. I am not fully up to speed with this particular topic.
