I thank Mr. Fraser for coming in today. I am trying to explore the whole area of the secondments and will rely on his experience as a Secretary General since 2011. I will start off where Deputies Doherty and Tóibín finished with regard to Circular 27/2021. It would be great if that was made available to the full committee in order that we can have a deep understanding of exactly what is in Circular 27/2021. When Deputy Doherty asked, Mr. Fraser said it was not a legal document or one did not have to legally comply with it. Then he said one should comply with secondments. It outlines what a secondment should be. Is there any oversight? Does anybody scrutinise whether a secondment post complies with the relative circular before that secondment takes place?
