It would be encouraged to have people move between the public and private sectors or between the Civil Service and other public service bodies, laterally, by way of mobility and through secondment. It can be a positive. It could have been a positive in this case. It is not bad in itself. It is actually refreshing and a good idea to have people move between organisations. Organisations and individuals benefit from the sharing and developing of experience from different contexts.
