I suppose Mr. Fraser is pointing out that it is not the Secretary General's fault and that perhaps it is the Minister's fault for proceeding along those lines. Does he believe that Secretaries General should be subject to any performance standards our reviews? Should there be processes in which they can be removed from their jobs? The Minister for Foreign Affairs, Deputy Coveney, said he did not have the power to make such decisions. Where does that power lie?
