That is correct. If people who want to become parents choose Canada as their route they are obliged before they speak to a clinic or meet a lawyer to register with an agency, whether they are domestic citizens of Canada or international intended parents. The agencies then help people to move forward in their journey at a time and a place appropriate for the intended parents. The Irish Government or the government of any other jurisdiction has no input.
