That is a good question. It would be useful if the authority could consider what procedures agencies in particular jurisdictions usually had in place. Agencies often have a standard procedure whereby there is independent legal advice and good medical care. Looking at agencies could be useful, but the difficulty with surrogacy is that we will probably not be dealing with state actors in the other jurisdictions. In adoptions, we deal with central authorities. We do not have that with surrogacies.
