Dr. Andrea Mulligan:

The difficulty is if you have a completely strict approach there is no way to recognise arrangements that are international. You really do not have any way to accommodate them so you are just going to end up with a very strict domestic surrogacy regime and then people still trying to be accommodated in adoption law and family law. That is the tension. You do not necessarily want to accommodate every surrogacy arrangement because there will be arrangements you are just not comfortable with as there are ethical problems with them.
