The Deputy highlighted an important issue and then made an important clarification such that, when we talk about one third of farmers, it is not the case that one third of farmers are not compliant. The figure comprises a combination of farmers who have not started the process as well as those who are not proceeding. On average, five actions have been identified for every farmer. A farmer, therefore, may have implemented three of them and may have yet to start the other two, which does not mean he or she is not compliant. We are not saying one third of farmers are not compliant with the actions that have been identified by the advisory programme. Mr. Meehan might expand on that.
