We have not put a budget on it. I think it is something the Department would need to consider. In Sweden, for example, a team of about 30 people oversees the implementation of the water framework directive, and that does not even include the scientists. I believe our water advisory unit - I am open to correction on this - comprises five people, who are completely overworked and very committed but who just do not have the resources they need.
