Ms Rogers must accept that it would be extremely expensive for someone to pay for a period of rehabilitation. I mean that rehabilitation is not something one can undertake today and come out tomorrow. It takes a period of time. Therefore, its role in just providing care for people who qualify under, say, private health insurance might cause difficulties so the only way that it can be fully utilised is to have buy-in by the HSE and the Department of Health. We must look at it from the outside on the basis of the period people must stay or require these facilities.
