All these things are relative. The role required of us, one could say, is largely administrative. We have gone beyond that. I cannot comment on what An Garda Síochána may or may not have done because that is another organisation. The Deputy referred to one agency that has complete responsibility for everything. That is clearly not the case in the way the framework has been set up. A number of different organisations have a role to play. In particular, we must not forget the European Council is where all this starts.
