I have asked the Government questions before about who is carrying out the research. My worry is, from all the questions I have asked, I do not know yet that there is one particular authority within the State that is actively investigating at this stage the potential for sanctions to be circumvented through the IFSC. It seems to me, from what Mr. Makhlouf has said, that there are partial responsibilities but no overarching responsibility. It seems to me it is potentially reactive rather than proactive.
