Joint Oireachtas Committee on Social Protection

National Action Plan on the Development of the Islands: Discussion (Resumed)

Mr. Philip Newsome:

I will respond to the Deputy's question on solar. The Department of Housing, Local Government and Heritage is progressing the review of the planning exemptions for solar panels. Certainly, we will continue to liaise with it. We are confident that those exemptions will happen very soon. On solar more broadly, as I stated earlier, we are developing a new small-scale generation scheme, which is that middle category between the micro- and larger-scale renewable energy. We hope that will provide a real opportunity for solar throughout the country, including the islands. We plan to consult on that in the coming months. I encourage the island communities to look at that consultation. We will certainly send it to the Deputy when it comes out. It is to be hoped that will provide a route to market that does not involve an auction process and some of the complexities that come with that. There will be other technologies, but solar is the big one at that scale, which should provide a strong framework for support on the financial side, in addition to the planning issues identified by the Deputy that need to be dealt with.
