I noticed that the opening statement mentioned "energy transition must be a just transition." It appears that it is not really. The options open to people who cannot afford to pay for everything at once are far less. It comes back to my initial question about geographical and income spread in the scheme. Has the SEAI recommended income caps or means testing at all?
