I appreciate what the Minister is saying. Certainly, I would not want to exclude the institutions the Minister has named. I am seeking to make a distinction between the public higher education institutions, HEIs, and the designated institutions. My concern is that the Bill provides a pathway for private colleges to become designated institutions of higher education and that there are a number of grey areas in this. The Minister can see that is my rationale for this amendment. We need to protect the public nature of third level education throughout this Bill.
