The warmer homes scheme started as a fuel poverty scheme and it has transitioned to an energy efficiency scheme, so we are getting deeper measures for homes and the average cost per home has increased. The surveyor goes in and looks at the package of measures required for the home. New windows and doors are available under that package of measures if the surveyor deems it necessary.
