Dr. Mark Cassidy:

The Deputy is correct that our analysis shows our rural communities, older people and lower income groups are more affected. In that regard, without giving any opinion on any particular policy, which is the role of elected representatives rather than us, policies will be more effective when they are targeted at those who are most affected. Policies targeted at lower income groups, such as fuel allowance, and at the consumption of petrol, diesel or electricity, such as rebates and reductions on excise duties, are examples of targeted measures because they get directly to the problem. I agree with the Deputy on that.
