A reason can be that in a CPO process the local authorities do not have visibility. Deals and valuations are being done and applications made for funding without getting into the property. That can often be an issue, depending on the state of property, in terms of not knowing what the end result or final cost would be. Applying for funding, bridging finance or whatever can be something of an unknown and that can also contribute to some of the reluctance to get involved.
