I cannot accept these amendments. Part 7, which relates to the safeguarding of records, has been carefully developed to provide clarity to the Adoption Authority of Ireland and to the holders of records. The authority must have the ability to consider what records are, in fact, relevant. To do otherwise could result in a glut of records arriving at the door of the Adoption Authority of Ireland, many of which may not actually relate to matters covered under this Bill. It is a more practical approach whereby the authority has control over the types of records being transferred and the timing of that transfer.
