That is the point of it. I do not think people distinguish medical information from care information in the instance of, for example, an illegal vaccine trial being carried out on him or her while in care. That is what adopted people are calling for. They would see it as part of their early life or care information if they were subject to something like an illegal vaccine trial while in an institution. Making their medical information available when they seek information is the purpose of the amendment.
