If in primary you set a speed limit and keep a broad set of choices for the future, because you have powered personal transporters, PPTs, in the secondary, then put a speed limit in, perhaps a maximum, where you do not want to go above a certain maximum. The devil is in the detail of the secondary because it allows you to be innovators in the last mile delivery space, for example, where you see people on e-cargo bikes, where you have to have pedals and have to put some effort in and it goes a 250 W maximum-----
