Does Mr. McCormack wish to comment on that? It is an interesting point Deputy McAuliffe made about the legislation. If the legislation is too confining in respect of the management and use of the land, I can see how that might stifle the creativity and communal aspect. On the other hand, if the legislation is clear on the provision of those spaces, that will be a different matter. One relates to legislating to provide, while the other relates to legislating to control. The provision part is where we need to concentrate, in my opinion.
