I appreciate what the Minister of State said, in fairness, but "as soon as possible" could potentially mean four or five years away in reality. As I said, we have been calling for this for four years now. Much work has been done and there have been many reports. We had the Tutty and CCPC reports. The Central Bank has been carrying out reports as far back as 2018.
Surely, as we are passing legislation, there is some understanding within the Department of Finance and Central Bank about when it might possibly come into effect. There must be some understanding somewhere. I appreciate the Minister of State may not have a specific date but does he expect that all provisions in this legislation will be enacted this year as a starting point?
