The Department was aware that it required primary legislation nine months previously and that there were deadlines with the European Union, and we were being told that a waiver for pre-legislative scrutiny was to be requested, and we are now finding that the legislation is still not going to be published until April. What is the interaction with the EU at this moment in time?
