Under circumstances, yes. There will be automatic special protection for certain monuments. Registered monuments in the ownership or guardianship of the Minister or local authority in most cases will have special protection automatically assigned to them. As far as I know, the intention would be that there will be an option - I am not sure if "downgrade" is the word - to move and change the particulars in the register from special protection to general protection if there is a requirement to do so. The short answer would be yes.
