In response to Deputy O'Sullivan, it is fair to say we have not found that the local authorities are an impediment to us rolling out our infrastructure at all, and we have worked in partnership with them. If there is an unmet need and we do not have the capability or capacity to do it, we see that what some of our counterparts in Great Britain are doing is running tenders to get companies to come in and do that. Obviously, it has to be commercially attractive for companies to be willing to do that. Mr. Byrne deals with the local authorities daily and, if it is okay with the Chair, I will pass over to him to give a more comprehensive answer.
